Who Is Captain Stern in Pokemon Emerald?
Captain Stern is an NPC in Pokemon Ruby, Sapphire, and Emerald.
He is a renowned sailor, maritime researcher, and the director of the Oceanic Museum in Slateport City.
Captain Stern’s Role in the Story
Captain Stern is a key character in your interactions and progress with the villain teams in the game, specifically Team Aqua.

Step 1: Go to Slateport City
After getting your first badge from Roxanne in the Rustboro gym, you need to go to Rusturf Tunnel, save Peeko (a Wingull), and recover the Devon Parts from the grunt.
Then, return to the researcher in Rustboro City, and you will receive the mission of delivering the Devon Goods to Captain Stern in Slateport City.
This quest is part of the main story and introduces you to important characters, including Team Aqua.
Go back to Route 104 and talk to Mr. Briney and he will take you to Dewford, where you can win your second badge.
After winning the badge and another quest in Dewford, talk to Mr. Briney again, and he will take you to Slateport City.
Step 2: Explore Slateport City
Before you can meet Captain Stern, there are some things you need to do first in Slateport.
First, you need to go to the Oceanic Museum to find Team Aqua’s long line blocking the entrance.
After that, visit Stern’s shipyard and go inside to find his designer, Dock. He will tell you that Captain Stern went elsewhere.
Make sure you heal up here and buy some potions if you can. Go back to the Oceanic Museum, and the Grunts will be inside. Enter the place by paying 50 Pokemon dollars.
Step 3: Meeting Captain Stern
Next, go to the second floor, where you’ll find Captain Stern. Talk to him and give him the Devon Parts.
Here, you’ll be interrupted by Team Aqua grunts and they’ll challenge you to a battle.
The first grunt uses lower-level Pokemon with Carvanha and Zubat. The second grunt is slightly stronger, but they remain manageable with Pokemon at least level 18.
After beating the grunts, Captain Stern will thank you and will warn you to be careful with Team Aqua.

The Stolen Submarine
Later in the game, once you reach Aqua Hideout, they will tell you that their boss is going to steal a submarine in Slateport City.
As you rush there, you arrive at the harbor and witness Captain Stern being interviewed about his underwater exploration using his submarine.
But when you go inside, you’ll find Team Aqua stealing the submarine. They’ll also mention that they’ll return to Lilycove in their hideout.
Captain Stern will then tell you about their potential plan of awakening a slumbering Pokemon at the bottom of the sea.
The Item Scanner
Once you find the Abandoned Ship on Route 108, you can explore inside and you’ll find an Item Scanner.
One of Captain Stern’s assistants on the ship will tell you to deliver it to Stern. Go back to Slateport in the Harbor and talk to Stern.
The Captain will reward you for delivering the scanner by letting you choose between a Deep Sea Tooth” or Deep Sea Scale. These are held items for Clamperl, both of which can raise Clamperl’s stats and allow this Pokemon to evolve via trade.
You will get Huntail if you go with the tooth, and Gorebyss with the scale.
