Regular Legendary Pokemon Acquisition

The following legendaries can be obtained similarly to the methods in Pokemon Emerald. We will mention if there are some changes to the acquisition of such Legendary Pokemon.

Groudon

You need to first defeat the Elite Four and Champion for the first time unlocking the post-game content. 
Head to the Weather Institute where you will need to talk to the Scientist NPC. 

The Scientist will tell you where the drought is happening.
Go to the said location and the Terra Cave will be present. Enter the cave and venture deep into it to find Groudon. 
Kyogre

After beating the Elite Four and Champion, head to the Weather Institute. 
You will need the Scientist NPC to tell you where a heavy rainfall is happening. 

Once you have the location, head there as soon as you can since it can change locations. 
You need a Pokemon with Surf and Dive. Find the area where there is deep water allowing you to dive and access the Marine Cave where Kyogre is located.
Rayquaza

Obtaining Rayquaza is the same as in Emerald, where you have to wait for the event between Kyogre and Groudon to end. 
When that’s over, head to the Sky Pillar east of Pacifidlog Town. 
The climb to the Sky Pillar is the same where you need the Mach Bike.

That’s right, those cracking floors are also there which you can by using the Mach Bike. 
Head to the top floor and Rayquaza is there waiting.
Jirachi

The only Legendary Pokemon in this section that isn’t obtained regularly since it was only obtainable through events. 

In this game, you need to have one Wishing Star in your Bag. When you have it, head over to Mossdeep City. 
To the right area of Mossdeep, you will see a woman and a large white rock.
Talk to the woman first and she will tell you a short story. 

After she’s done talking, if you have a Wishing Star, a battle will begin after you interact with the White Rock and Jirachi will appear.
Regirock/Regice/Registeel

The method to acquire the Regis is the same. You need to get a Relicanth and a Wailord in your party as well as HMs such as Surf and Dive. 

Head to the Sealed Chamber, which is located west of Route 134.
After you finish the braille puzzle, you’ll be able to find the Regis.

Sailor NPC Acquisition

The following Legendary Pokemon is obtained by interacting with a Sailor NPC in Mossdeep City. You will be interacting with the same NPC over and over again until you’ve captured all of them.

Latias/Latios

After defeating the Mossdeep Gym Leader, you will have to find the Sailor who will give you the Eon Ticket. 
Once you have the Eon Ticket, head to Lilycove City, where you need to ride the ship. 
The dialogue will begin and you’ll be traveling to Southern Island.
Traverse deeper into the island and you’ll be able to encounter Latios or Latias.
If you want to encounter the other one next, you need to beat the Elite Four and Champion once again. 
After that, head back to Southern Island where you encounter Latios or Latias. 
The other one will pop up in a random encounter and you do not need to run around waiting for an encounter like in the original.
Mew

There are two things that you need to have before you can obtain Mew. 
The first is that you need to have previously obtained the Eon Ticket (see Latios/Latias) from the same Sailor NPC. 
The second thing that you need is to have a Rhydon.
Talk to the Sailor and he will give you the Old Sea Map.
Now that you have the Old Sea Map, head back to the ship in Lilycove City. 
The NPC will then automatically take you to Faraway Island, where if you walk deep enough, Mew will be there.
Ho-oh

When you go to the Sailor NPC this time, you need to have finished and captured Mew. 
You would also need an Octillery before you to talk to the Sailor. 
When you’ve done all that, the Sailor will give you the Mystic Ticket. 
Go back to Lilycove and the ship will take you to Navel Rock.Head to the top floor if you want to catch Ho-oh.
Head to the bottom floor of Navel Rock and Lugia is there. It doesn’t matter which order you want to catch them, they will be in the same locations.
Deoxys

The two requirements this time when you face the Sailor include previously getting the Mystic Ticket. 
The other one is that you should have captured Rayquaza previously and have its data in the Pokedex. 
When you have the Aurora Ticket, you’ll be able to travel to Birth Island after riding the ship again in Lilycove City.

Post Sailor NPC Legendary Acquisition

After you complete all the Legendary acquisitions through the Sailor NPC, you can obtain the next batch of Pokemon. 

The Sailor will tell you that he will be off to find more Legendary Pokemon. You have to find those Legendary Pokemon and when you reach their locations, you will see the Sailor there. 

Just talk to the Sailor and the Legendary Pokemon battle will begin.

Mewtwo

Head to Dewford Town and proceed to the Granite Cavern. 
While it is optional, have a Pokemon that has Flash, so that you can make your life easier inside the Granite Cavern. 
Traverse deeper into the Cave until you see the Sailor on the lower floors. 
After the dialogue, the battle with Mewtwo will begin.
Celebi

This one will require you to have an Acro Bike. Head over to Fortree City and proceed to the west where Route 119. 
Simply go west, until you see the white bridges where you need to use the Acro Bike to jump over them. 
Continue the path upward until you meet the Sailor near the Shrine (on the image). 
Talk to the sailor to spark the battle against Celebi.
Articuno/Zapdos/Moltres

The Legendary Bird Trio is encountered in Mt. Pyre. 
You have to use Surf from Route 122 to head over to Mt. Pyre. 
Once inside, simply go to the top floor. If it’s your first time, a short dialogue will happen and after that, go and talk to the Sailor.
The first battle will be against Articuno. After you capture Articuno, you need to fight the Elite Four once again, and this will unlock Zapdos next. 
Go back to the same location in Mt. Pyre where Zapdos will be next. 
Fight the Elite Four again and after they’re defeated, head back to Mt. Pyre to encounter Moltress.
Raikou/Entei/Suicune

The process is the same for the Legendary Birds in which you have to battle them again (above). 
First of all, they are located in the Shoal Cave which you can reach when you Surf above Route 125.
You will need a Pokemon that has Strength when you navigate inside the Shoal Cave.
When you reach the bottom after pushing enough rocks and sliding on the ice, the Sailor will be there. 
Talk to the Sailor and the first battle will be against Raikou. 
After beating him, you need to battle the Elite Four again and go back to the same location to fight Entei. 
Do the process again until you face off against Suicune.

Tips on Catching Legendaries in Pokemon Emerald Seaglass

  • Make sure you’re stocked up on Poke Balls before setting out. Great Balls are good enough since they’re cheaper and can still have a decent chance.
  • Don’t forget about the Repels as long as you have money to spare. Repels may not be that necessary if you’re dry on cash. It’s a means to make your life so much easier.
  • Save before encountering the Legendary. If your catching endeavor fails and you run out of balls, or if you accidentally knock out the Legendary, you can just reset and reload to try again.
